Elsewhere for Chelsea, Alvaro Morata drops to the bench after the 2-1 defeat to Manchester United last Sunday as Eden Hazard spearheads the attack and is flanked by Willian and Pedro.
Both Morata and Olivier Giroud have been named as substitutes against City.
For City, Pep Guardiola makes two changes to the side which started in the 3-0 win over Arsenal on Thursday evening.
Vincent Kompany drops to the bench and is replaced by City’s £57 million January signing Aymeric Laporte.
At left-back, Oleksandr Zinchenko starts only his fourth Premier League game of the season ahead of Danilo, who is named as a substitute.
